Think2030 was the City of Subiaco's community visioning process, which produced our Strategic Community Plan.

The City of Subiaco initiated the Think2030 community visioning process with a commitment to deliver a true community plan, one that accurately reflected the values, goals, aspirations and vision of the whole community.

Over eighteen months, dozens of activities, workshops and events were held with all sectors of the community, including children, youth, seniors, residents, business owners, workers and visitors. The visioning process was based on five key questions around what the community would like to retain, regain or change, issues for the future, and overall vision. Almost 4000 people took part in Think2030, contributing more than 30,000 ideas.

    In 2012, the City of Subiaco was awarded the prestigious Western Australian Award for Project of the Year by the International Association for Public Participation (IAP2) Australasia for Think2030. IAP2 is the preeminent international organisation advancing the practice of public participation (community engagement).

    The IAP2 Core Values are one of the foundations of the IAP2 framework for decision-focused, values-based community engagement. IAP2 Australasia’s premier Core Values Awards recognise and encourage projects and organisations that are at the forefront of public participation. The awards were created to encourage excellence, quality and innovation in public participation.

    From all of the feedback, contributions and information gathered through the Think2030 community visioning process, involving nearly 4000 members of the community, the draft Strategic Community Plan was developed. The draft plan was organised around the six key focus areas, with a series of objectives and strategies associated with each, all in the words of the community.

    After endorsement by council in December 2011, the community was invited to read the draft plan and provide feedback. The city also hosted six separate drop in sessions at various venues around the city in mid-February 2012, giving community members a chance

    From all of the feedback, contributions and information gathered through the Think2030 community visioning process, involving nearly 4000 members of the community, the draft Strategic Community Plan was developed. The draft plan was organised around the six key focus areas, with a series of objectives and strategies associated with each, all in the words of the community.

    After endorsement by council in December 2011, the community was invited to read the draft plan and provide feedback. The city also hosted six separate drop in sessions at various venues around the city in mid-February 2012, giving community members a chance to meet with a Think2030 staff member and ask any questions they may have had about the draft plan.

    A total of 82 people provided feedback on the draft plan. The comments and suggestions were considered, with some changes incorporated in the final version of the plan.

    In April 2012, the Strategic Community Plan was adopted by council, as the city's primary and overarching planning document, which will guide the future direction of the City of Subiaco and its community. It has also informed the development of the Corporate Business Plan, which identifies the priorities for the city's operations for the next four years, based on the strategies contained in the Strategic Community Plan.

    The Strategic Community Plan will be reviewed in part every two years, with a full review and update every four years.

    The nine themes were consolidated into six key focus areas as there was significant overlap between several topics. A series of engagement events were planned to discuss the topics in detail and work towards strategies and actions for the shared community plan.

    Events were organised around the following topics:

    • Planning for more people (housing density and diversity, transport, parking and heritage)
    • Parks and greenery (parks, open spaces, streetscapes and recreation)
    • Entertainment and shopping (retail, events, tourism and nightlife)
    • Our sense of community (unique village atmosphere, lifestyle and identity)

    Almost 300 community members participated in

Participants included members of the community who live in, work in, or are visitors to the City of Subiaco, and are passionate about the future of the city. The workshops received very positive feedback, with many participants attending more than one session.

    In August 2011, during stage three, the Department of Local Government introduced the Integrated Planning and Reporting Framework, which requires all local governments across Western Australia to undertake community engagement to inform a Strategic Community Plan. As the City of Subiaco was already well into this process, a commitment was made to deliver on the department's requirements by 1 July 2012 – one year earlier than legislative requirements.

    The stage three events were as follows:

    Planning for more people community conference

    Approximately eighty residents, workers and visitors to the City of Subiaco joined us for an all-day planning for more people community conference at the Subiaco Arts Centre.

    Parks and greenery community workshop

    The parks and greenery community workshop focused on the challenges the city will face in the future with regard to managing parks and green spaces in a drying climate, as well as the different types of open space the community would like to see in Subiaco.

    Entertainment and shopping business after hours event

    A number of enthusiastic members of the Subiaco business community joined us for an after hours entertainment and shopping evening workshop.

    Planning for more people planners and architects workshop

    Planners, architects and developers contributed their expertise and professional opinions at a specialised workshop on planning for more people.

    Twenty-five to forties networking lunch

    Young workers from the city's business community attended a networking lunch at the Subiaco Hotel, where they had the opportunity to workshop their ideas for the future of the city.

    During stage two, community members were encouraged to share their vision for the City of Subiaco. The city hosted dozens of fun and engaging events and activities involving a diverse range of groups including sporting clubs, businesses, community organisations and school children.

    Five key questions were developed which formed the basis of the visioning and the Think2030 survey carried out in stage two. The questions were:

    • What is it you most value and want to keep in the City of Subiaco?
    • Is there anything from our past that you want to get back?
    • Is there anything

    During stage two, community members were encouraged to share their vision for the City of Subiaco. The city hosted dozens of fun and engaging events and activities involving a diverse range of groups including sporting clubs, businesses, community organisations and school children.

    Five key questions were developed which formed the basis of the visioning and the Think2030 survey carried out in stage two. The questions were:

    • What is it you most value and want to keep in the City of Subiaco?
    • Is there anything from our past that you want to get back?
    • Is there anything you would like to change in the City of Subiaco?
    • What are two important issues you think our community will face in the future?
    • If you imagine your perfect City of Subiaco in 2030, what are three key features of your vision?

    These simple questions remained unchanged throughout the visioning process, regardless of the context or audience. This allowed anyone and everyone to contribute equally to the vision for the future of the city.

    Through the Think2030 survey, Big Idea cards (a pre-paid postcard asking the community to submit their big idea for the City of Subiaco) and engagement events, the city received an overwhelming 3700 responses, which generated more than 29,000 ideas. 

    These ideas were analysed by independent consultants and nine key themes emerged. Fact sheets were produced on each theme, along with the publication Think2030 Visioning Summary, which provided an overview of the 29,000 ideas, nine themes and stage two events.

    Think2030 community launch

    Think2030 was officially launched in October 2010 at a huge community event. 

    Workshop with key community stakeholders

    A group of 15 community stakeholders came together to discuss their vision for the City of Subiaco and begin to discuss some of the issues.

    Young workers networking lunches

    Young workers aged between 25 and 40 attended lunches held at the Subiaco Hotel to explore the values and visions of young employees in the city.

    Every body can Think2030 - body talk

    During the school holidays, over 50 children and young people who live and attend school in the city let their bodies do the talking as part of the Think2030 community visioning consultations.

    Purple lounge conversations on film

    The City of Subiaco invited community members to take part in filmed conversations as a fun and creative way to participate in its Think2030 community visioning project.

    Children's tea party

    To celebrate the city's young Think2030 artists and award them with prizes and certificates, all children in the community were invited to attend a Think2030 tea party at the Subiaco Library.

    Think2030 at the Subi Street Festival

    The Think2030 zone at the Subi Street Festival featured a range of interactive activities such as cafe conversations and a treasure hunt.

    Think2030 sporting groups workshop

    Local sporting clubs had their say in the future of sport and recreation in the City of Subiaco at a workshop at Subiaco Oval.

    Children's art competition

    Children of all ages who live in the city were invited to enter the visioning art competition by drawing a picture of their perfect place to live or favourite thing about where they live now.

    Business focus groups

    Local business owners and managers joined us for a series of focus groups aimed at gaining feedback from specific segments within the City of Subiaco's business community.

    Think2030 at Lords Community Walk

    Think2030 staff were present at the Lords Community Walk, which is now an annual event in partnership with the Heart Foundation. Afterwards, walkers learned about the Think2030 project, and were each given a survey to have their say on the future of this city.

    Community organisations workshop

    Local community organisations joined us for a facilitated Think2030 workshop. Community groups were challenged to work together and to think with extraordinary vision; drawing on experiences from the past, what we like now, as well as what we would like to see in the future.

    Think2030 business breakfast

    Local business owners and employees joined us for an interactive breakfast session exploring the five key questions. 

    Think2030 at Perth Upmarket

    Think2030 made an appearance at Perth Upmarket at the University of Western Australia. Visitors to the Think2030 stand enjoyed freebies, prize draw opportunities, and the chance to have their say on the future of this community.

    Think2030 at Craft Fair and Subiaco Farmers Market

    Think2030 staff and volunteers took great pleasure in speaking with visitors at the Subiaco Craft and Community Fair and Subi Farmers Markets. The conversations were based on what visitors want to see in the future for this community, and what has drawn them to this area now and in the past.

    Melbourne Cup Lunch - Subiaco Community Centre

    Lunch-goers at the Subiaco Community Centre Melbourne Cup function enjoyed a three course lunch and variety of sweeps. With all of the fun and excitement of the big race, many still found the time to fill out a Think2030 survey.

    Ageing Well Expo

    Participants enjoyed a fun and educational day at the City of Subiaco's annual Ageing Well Expo at the Subiaco Community Centre.

Vital Signs: Community profile was the final outcome of stage one. This publication included information from various sources to capture what our community looks like, trends and areas of change or need, also providing a starting point against which progress could be measured. It also took into account major state government plans and initiatives that would impact on the community in the future.
