What was Think2030?
Think2030 was a community visioning project for the City of Subiaco, which ran over eighteen months, from October 2010 to April 2012.
What is community visioning?
Community visioning is a process by which the community imagines the future it wants and how to achieve it.
Community visioning was carried out at the City of Subiaco for the purpose of developing a Strategic Community Plan.
What did it involve?
The project involved extensive engagement with the community about where they would like to see the community heading into the future and how to work together to achieve that. Almost 4000 people took part in Think2030, contributing more than 30,000 ideas.
The Think2030 process was based on the Oregon model of visioning, which has four distinct stages.
What was the outcome of Think2030?
The result of the Think2030 visioning process was the development and adoption of the City of Subiaco's Strategic Community Plan.
The Strategic Community Plan is the overarching plan that will guide the future direction of the city and our community. The plan is broad and high level, with a long term focus and strong emphasis on the community's aspirations, priorities and vision for the future. The plan feeds directly into the city's Corporate Business Plan and other operational plans.
The adoption of the Strategic Community Plan also fulfills the requirement set out by the Western Australian Department of Local Government as part of the Integrated Planning and Reporting Framework.
What is the Integrated Planning and Reporting Framework?
In August 2011, during stage three, the Department of Local Government introduced the Integrated Planning and Reporting Framework, which requires all local governments across Western Australia to undertake community engagement to inform a Strategic Community Plan. As the City of Subiaco was already well into this process, a commitment was made to deliver on the department's requirements by 1 July 2012 – one year earlier than legislative requirements.
The Strategic Community Plan was adopted by council in April 2012.

How often will the Strategic Community Plan be reviewed?
The city will review the plan in part every two years, with a full review and update every four years.
In between reviews, the city will monitor the plan to track the progress towards achieving the objectives.
As part of each two year review, the city will report to the community against the strategies in plan, providing an update on its progress.
