Proposal to expand the Chesters' Subdivision Heritage Area

The City of Subiaco is inviting submissions on a proposal to:

  • Expand the Chesters’ Subdivision Heritage Area to include numbers 107-113 and 84-102 Hamersley Road and numbers 48-58 Heytesbury Road, Subiaco; and
  • Amend the level of contribution of number 79 Hamersley Road, Subiaco from ‘little/no contribution’ to ‘some contribution’.

The heritage assessment has identified that the majority of the properties proposed to be included in the heritage area have retained a medium to high level of authenticity and that their aesthetic and historic values are consistent with the values of the Chesters’ Subdivision Heritage Area.

As part of the assessment process a review of the levels of contribution of all places in the Chesters’ Subdivision Heritage Area was also undertaken. This review identified that No. 79 Hamersley Road, Subiaco has undergone works that have elevated its contribution to the cultural heritage values of the area.

Each heritage area is required to have its own specific Local Planning Policy that outlines the boundaries of the heritage area, includes a statement of significance for the area and identifies the levels of contribution each place makes to the significance of the area. Local Planning Policy 3.9 – Chesters’ Subdivision Heritage Area (LPP 3.9) relates to the Chesters’ Subdivision Heritage Area and has been modified for the purposes of public advertising. The modifications have included the properties proposed to be included in the expanded heritage area and the amended level of contribution for number 79 Hamersley Road, Subiaco. Should Council resolve to expand the Chesters’ Subdivision Heritage Area the management of heritage values in the expanded area will be achieved by the application of Local Planning Policy 3.4 - Development guidelines for residential heritage areas (LPP 3.4). This policy contains general provisions relating to demolition, subdivision, additions and alterations, new building development, front fences and off-street parking.
