Why is the city undertaking a ward review?

The impact of the City of Perth Act 2016, which came into effect on 1 July 2016, triggered the need for the City of Subiaco to review its wards. This is because the Act ceded the City of Subiaco area south of Aberdare Road to the City of Perth. Consequently, City of Subiaco elector numbers reduced; the South Ward lost an elected member; and the flow-on effect to representation ratios resulted in inequitable representation across the district. This Ward Review process will address the inequitable representation.

Submissions close at 5pm on Tuesday 6 November 2018.

How many wards and representatives does the city currently have?

The City of Subiaco currently has four wards (North, East, Central and South) with eleven offices of Council.


What is the proposed timeline for this review?

17 September 2018 - Council resolves to undertake review and give local public notice of the review.

21 September 2018 - Public submission period commences 

6 November 2018 - Public submission period closes 6 weeks later

6 November 2018 - Submissions assessed; agenda report and Local Government Advisory Board (LGAB) proposal prepared

11 December 2018 - Council considers submissions; makes final decision; submits proposal to LGAB

December 2018 / January 2019 - The LGAB considers proposal and makes recommendation to Minister

Late January – early February 2019 – Minister’s decision

March 2019 (estimated) - Governor’s Orders drafted 

March 2019 (estimated - 2019 Executive Council meeting dates not yet published) - Executive Council recommendation to Governor to make Orders 

April 2019 (estimated) - Department of Local Government and Communities requests publication in Government Gazette; Orders published

Why is the City undertaking a ward review so soon after the last one?

The Local Government Advisory Board rejected the City’s submission on the last ward review, which means that the ward boundaries did not change. Representation still remains inequitable across the district. This ward review will address this issue and deliver equitable elector to elected member representation in the district.
