    How is this application being assessed?

    The site will be assessed by two planning frameworks:

    • The City’s Local Planning Scheme No. 5 for land zoned Centre
    • Metropolitan Region Scheme for reserved land being Other Regional Road

    What does ‘Centre’ zoning mean?

    It supports a mix of commercial uses such as offices, showrooms, retail, and services.

    What is the ‘Other Regional Road’ reservation?

    Part of the site is reserved under the Metropolitan Region Scheme for future regional road purposes. Different assessment provisions apply to this land.

    How does this affect the proposal?

    The proposal is assessed under two separate planning frameworks due to the site’s dual planning designation.

    • The majority of the development, located on land zoned ‘Centre’ under the City’s Local Planning Scheme No. 5, is assessed against the City’s local planning framework. 
    • A smaller portion of the development is located on land reserved as ‘Other Regional Road’ under the Metropolitan Region Scheme. This part of the proposal is not assessed under the City’s local planning scheme and is instead subject to the relevant regional planning controls. 

     The proposed digital third-party signage is located wholly within the reserved land and is therefore assessed solely under the Metropolitan Region Scheme.

    Why is the sign assessed only under the MRS not the local planning framework?

    Because it is located within land reserved under the Metropolitan Region Scheme, it must be assessed under that framework rather than the City’s local planning scheme.

    What is a digital third-party sign?

    A sign displaying electronic advertising not directly related to the business operating on the site.

    What matters are considered for digital signage?

    Assessment typically considers:

    • Traffic safety and driver distraction
    • Visual amenity and streetscape impacts
    • Light spill and operating hours

Referrals and technical advice

    Who else is involved in the assessment?

    The City is seeking advice from:

    • Department of Planning, Lands and Heritage
    • Main Roads Western Australia

    Why are these agencies consulted?

    Because the proposal involves land reserved for regional roads and may affect state-controlled infrastructure.

Public consultation

    How can I make a submission?

    Submissions can be made:

    • Online via the consultation portal
    • In writing to the City within the advertised period

    What happens after consultation closes?

    • In certain circumstances, a request for further information is provided to the applicant to address any areas of concern and to respond to submissions received
    • Finalises the Responsible Authority Report
    • Submits the report to the DAP

    Can I attend the DAP meeting?

    Yes. DAP meetings are generally open to the public, and submitters may be able to request to present. Anyone who makes a submission during public consultation will be notified of the relevant DAP meeting, including details on how to make a deputation.

    Where can I find the decision?

    The decision will be published following the DAP meeting.
