Local Heritage Survey for the West Subiaco Precinct

The City of Subiaco has reviewed the West Subiaco Precinct Local Heritage Survey (LHS) and is now seeking comment on the Draft West Subiaco Precinct LHS from Friday 8 April to 5pm Monday 9 May 2022.

The West Subiaco Precinct is the area bounded by Nicholson Road to the south, the railway reserve to the west, Bagot Road to the north and follows the rear boundaries of properties on the western side of Rokeby Road (map).

The City of Subiaco has a unique history and heritage and one ways we record and celebrate it is through the Local Heritage Survey (LHS). The Local Heritage Survey is an information resource that provides a cultural and historical record of the area and tells the story of the development of the district.

The purpose of an LHS is to:

  • identify and record places that are, or may become, of cultural heritage significance in its district
  • assist the local government in making and implementing decisions that are in harmony with cultural heritage values
  • provide a cultural and historical record of its district
  • provide an accessible public record of places of cultural heritage significance to its district
  • assist the local government in preparing a heritage list or list of heritage areas under a local planning scheme.

The LHS is not an instrument for development control and the planning scheme provisions currently applicable remain.

Project background

At its Ordinary Council Meeting (OCM) on 10 December 2019 (Item C2) Council adopted the City of Subiaco Heritage Strategy 2019-23. The City’s obligation to update and review its LHS is covered by Actions K3 & K4 of the Heritage Strategy. This is undertaken on an area specific basis with the West Subiaco Precinct the second precinct to be reviewed.

As part of the review process the City sought Expressions of Interest to join a Heritage Reference Group (HRG). The group met during July-December 2021 to provide valuable input to the project and feedback on the draft LHS.

The places already on the LHS were reviewed and the City placed a call for nominations for new places to be included. The nomination period closed in November 2021.

At its OCM on 22 March 2022 (Item C2) Council resolved to endorse the draft LHS for public consultation.

Overall, 62 places and four heritage areas are included in the draft reviewed West Subiaco Precinct LHS. As detailed on the map this includes:

  • 51 places that are already on the LHS (11 of which are also on the City of Subiaco Heritage List);
  • four heritage areas that are already on the LHS, all of which are also designated under the Local Planning Scheme (the Scheme); and
  • 11 new places that have been nominated for inclusion on the LHS (one of which comprises of a group of two properties and another a group of five properties).

Number 1a Herbert Road, Subiaco is proposed to be removed from the LHS as it is a 1960s development identified as having no heritage value
